The Prosecutor General's Office summed up the public discussion of the draft of the law “About corruption combat”. The public discussion received 300 responses and letters dealing with corruption combat. Most questions were about the necessity of more responsibility for corruption crimes. There was a suggestion to improve efficiency of the control over civil servants’ incomes, to minimize financial interest in committing crimes.
In particular there was an idea to accompany introduction of new restrictions for officials (especially heads of state enterprises) with additional guarantees and protections from ungrounded interference in the professional activity.
Citizens express the necessity to work out the system of public control in the sphere of corruption crime, to attract citizens to the process of working out drafts of regulatory enactments.
Many people think that the ban to combine jobs should refer to officials mainly: civil servants, military men and military officials, heads and chief accountants of state and non-state organizations with 50% state share.
The initiatives came for officials and their relatives to declare the funds exceeding 2,000 base units (one base unit being Br150,000) kept outside banks. This means is supposed to track a real growth in officials’ savings, to find out illegal income source.
There is an opinion that prohibition and punitive measures are not enough: ideology is to become the main tool of corruption prevention. On the analysis of the received suggestions the Prosecutor General's Office improved the draft law “About corruption combat”.
