Making a list of talent pipeline promotes competence of executives at all levels, first pro-rector of The Academy of Public Administration under the aegis of the President of the Republic of Belarus Alexander Ivanovsky told at today's sitting of regional educational forum held at Osipovichi.
The country has been improving the state system of training personnel reserve. Training at a higher educational establishment is a first stage. But a competent executive is much more than a university graduate; it's a highly-qualified manager eager to organise, motivate and coordinate activities of others. Thus, leaders who make up a country's personnel reserve are grown in real life. During the last 10 years the country has paid much attention to potential personal reserve, which is trained to become heads of departments, offices, branches, etc. Naturally, they may take higher posts in future, when they show themselves off well.
What concerns training personnel reserve, there is always much space for improvement, Alexander Ivanovsky assured. The educational forum in Mogilev region will be followed by a number of sittings in all regions aimed at studying the personnel reserve and ways to improve it. At present there are two applicants from the talent pipeline list for each executive's vacancy. So, one must prove he / she deserves to be appointed for a post.
"Training of personnel potential is done in a consistent manner. Thanks to it major posts in the country are taken by highly-qualified specialists. And it's an exception to the rule when come-and-go people take senior positions. After the neighbouring Ukraine had undertaken staff turnover, the country's GDP went done from 12% to 2% within two months. It means that special attention must be paid to training future executives. When a post is taken by a well-trained specialist, he needs less time to get into the swing of the work. And quality of work and competence of executives improves", Alexander Ivanovsky summed up.
